One of the major challenges facing all prime contractors is managing the risks of contract performance: the cost, schedule, and technical risks. With the progressively larger share of contract dollars now going outside of prime contractors down to their subcontracting base, many prime contractors are now looking outward at their suppliers to share some of the "glory" of the risks of contract performance. There are a multitude of ways to minimize prime contractor performance risks, one of the more obvious is with the preparation of high quality specifications for a program: system, performance, process, development, procurement-to mention just a few. Another key factor in risk management is the ability to define an airtight statement of work, both for internal budget performance and most particularly for subcontracted (external) supplier performance.
