Forced displacement has emerged as a global challenge critical to ending extreme poverty. With 95 percent of refugees and internally displaced persons living in the developing world, a longer term development response is needed which complements the humanitarian agenda. This report, prepared by the World Bank Group in partnership with the United Nations High Commissioner for Refugees (UNHCR), examines the scope and scale of forced displacement to define the development approach, and recommends ways to help the forcibly displaced overcome their vulnerabilities and access jobs and opportunities. Ensuring that host communities can be more resilient to achieve inclusive and sustainable growth is another important goal.
