This book is an outgrowth of a Cato Institute conference on U.S. global security commitments held in December 1987. The idea for the conference and the subsequent collection was nurtured at every stage by Edward H. Crane and William A. Niskanen. It is indicative of their innovative stewardship of the Cato Institute that they encourage critical inquiries into important foreign policy issues rather than regard the cold war status quo as sacrosanct. Appreciation is also owed to my collaborators in this book, who gave a great deal of time and energy to their assignments, and to James Chace, Jonathan Kwitny, and Hodding Carter III, who provided helpful critiques of the various contributions. Jaime Welch-Donahue at Lexington Books recognized the importance of the collection and diligently kept the project on schedule. Richard J. Dennis deserves special thanks for his generous support of this effort to reassess the fundamental components of U.S. foreign policy.
