For CS3 and CS4
Unfortunately this panel is not available for CS3 and CS4 but you can create buttons for your most useful actions (tutorial). When you checked all functions of the panel preview, possibly you will find that some of them are not so useful for you. In that case you can choose the most useful actions and use just them in your work. Also in action window you can press change to the Button Mode then all actions will become buttons.
