FyTek's Text2PDF does more than just convert plain text. You can include tags to add images, change font size or color, underline and highlight text, and more.
Use Unicode text in UTF-8 format along with an appropriate font (such as the Windows supplied arial.ttf TrueType font). You can then write in any language the font supports including Hebrew and Arabic. The text can also be set for right-to-left reading order.
