Die Serie dreht sich um eine mit allen Wassern gewaschene Gang korrupter Polizisten. Als ihr Anführer, der Polizist Tom Hammond nach einem Gefängnisaufenthalt wieder auf freiem Fuß ist und sich wieder nach oben kämpfen will, rücken der Gang Spezialermittler des FBI auf die Pelle. Sie wollen die kriminellen Strukturen innerhalb der Polizeibehörden aufdecken und verfügen über probate Mittel, entsprechenden Druck aufzubauen. Dabei soll auch ein Undercover-Agent eingeschleust werden. Doch die kriminellen Gesetzeshüter setzen sich mit allen Mitteln zur Wehr.
