Better Neighbors: Toward a Renewal of Economic Integration in Latin America proposes a renewal of open regionalism, whereby efforts to promote a more cohesive region and to integrate with the world economy are tackled in tandem. Pro-growth global integration is difficult to achieve without a strong neighborhood. The challenge is to design a regional agenda comprising trade and factor market integration that can raise region-wide efficiency and help Latin America enhance its global competitiveness. To achieve this, Better Neighbors argues that Latin America s regional economic integration agenda should go well beyond the many preferential trading arrangements and include areas such as infrastructure, labor mobility, and the harmonization of regulatory standards.
