Psychological warfare against the Japanese has long been treated as a marginal feature of the fighting in the Pacific. The centrality of racial issues in the historiography of the Pacific war has further precluded a closer examination of the psywar waged against the Japanese. Without denying the impact of racial issues on the ferocity of the fighting, Allison B. Gilmore nonetheless refuses to write "another story of how racial hatred produced implacable enemies." Instead, she sets out to tell the story of how Allied propagandists went beyond the prevailing stereotypes in order to understand the enemy, not as a monolithic mass, but as a composition of individual human beings with exploitable weaknesses.
