    A partir del año 2005, el Estado de la Educación será una publicación anual que incluirá los principales indicadores sobre la educación formal y no formal, con un acápite sobre educación superior y aspectos relevantes del área de ciencia y tecnología. Se crea así una herramienta para el seguimiento específico del desempeño nacional en estos ámbitos. El análisis se realizará con el fin de valorar en qué medida Costa Rica se aleja o se acerca a un conjunto de aspiraciones educativas (calidad, pertinencia, equidad). Asimismo, la publicación sugerirá líneas de trabajo para que sean consideradas en el diseño de una política de Estado en esta materia. Para el desarrollo de esta iniciativa se creará un sistema de información con indicadores que podrán ser actualizados anualmente, dada la disponibilidad de datos que este esfuerzo permitirá obtener.
