L'arresto di Antonio Espinosa non è certo piaciuto ad un noto boss mafioso, un tal Amilcare Brenno (Pierre Mondy), meglio conosciuto come "il macellaio". Questi ha tutte le intenzioni di salire al potere e fa uccidere i reduci della cupola mafiosa siciliana a Palermo, per impossessarsi definitivamente del titolo di capo della mafia.
Contemporaneamente assolda un killer di nome Bellini (che di professione fa il fotografo) e lo incarica di uccidere l'uomo che ha fatto arrestare Espinosa: Davide Licata (Vittorio Mezzogiorno).

Quest'ultimo, che si trova a Palermo, viene ferito gravemente in un attentato, ma miracolosamente sopravvive e viene trasferito, ricoverato e operato urgentemente a Milano. Dopo alcuni mesi di riabilitazione, finalmente esce dall'ospedale e viene contattato in gran segreto dal generale Alessio Amadei (Ferruccio De Ceresa) del NOI (Nucleo di Operazioni e Investigazioni), un servizio segreto governativo. Il generale chiede la sua preziosa collaborazione per sconfiggere definitivamente la "Testa della Piovra", cioè i misteriosi capi dell'organizzazione criminale su cui Amadei sta investigando. Per infliggere il colpo mortale all'organizzazione, serve però la collaborazione dell'uomo che è stato più a lungo in contatto con la stessa: costui è Tano Cariddi (Remo Girone) che nel precedente capitolo aveva fatto perdere le proprie tracce fuggendo in Africa.

Licata è incaricato di scovarlo e, in accordo con la Procura Antimafia, riportarlo in segreto in Italia per farlo diventare un collaboratore di giustizia. Davide va in Africa, trova Tano, ormai entrato in uno stato depressivo e in preda all'alcol, lo arresta e lo porta da Amadei, che lo tiene nascosto in una casa sorvegliata da pochi uomini fidati.

Intanto Amilcare Brenno, intento a conquistare il potere, si accorda con Ettore Salimbeni (Luigi Diberti), un ex politico corrotto che già era apparso nel quarto capitolo della serie e che nel frattempo era stato allontanato dalla politica per una serie di sospetti su di lui, fatti emergere all'epoca dal commissario Cattani. Costui ha fra le mani un appalto per la costruzione di strutture umanitarie proprio in Africa e Brenno, che è in affari con lui, vuole una percentuale.

Miniserie in sei puntate per la regia di Luigi Perelli, è andata in onda la prima volta in Italia dal 30 novembre al 21 dicembre 1992 su Rai Uno. Tra gli interpreti Vittorio Mezzogiorno, Patricia Millardet , Remo Girone, Ferruccio De Ceresa, Luigi Diberti, Orso Maria Guerrini, Bruno Cremer, Tony Sperandeo e Glauco Onorato.

Davide Licata is shot by a mafia hitman, he survives and after months of recovery he joins the anti mafia group Nucleo,(a secret service built to do the dirty crime fighting jobs that the police can't do). His first mission is to find Tano Carridi, the master mind of the mafia.
