Il leggendario Carlos è al centro della storia del terrorismo internazionale negli anni 1970 e 1980, dall'attivismo filo-palestinesi all'Armata Rossa Giapponese. Allo stesso tempo estremista di sinistra e mercenario opportunista al soldo dei servizi segreti delle potenze del Medio Oriente, ha fondato la sua organizzazione, al di là della cortina di ferro, attiva durante gli ultimi anni del Guerra Fredda. Il film è la storia di un rivoluzionario internazionalista, manipolatore e manipolato, trasportato dal flusso della storia della sua epoca e dai suoi eccessi. Carattere contraddittorio, violento come l'epoca che ha incarnato, Carlos rimane un'enigma.
