In una città tedesca (il film è girato a Berlino, ma il titolo italiano richiama il caso di cronaca del 1925, che ha ispirato il film, avvenuto a Düsseldorf) la popolazione è terrorizzata da un maniaco (a quanto sembra un pedofilo) che ha adescato e ucciso otto bambine.

La polizia è messa sotto pressione dall'opinione pubblica quando il mostro uccide un'altra bambina, e si impegna a fondo nella ricerca, ma non dispone di nessun indizio. La popolazione cade nel panico, e molti arrivano ad accusarsi a vicenda. L'assassino manda alla polizia una lettera, che è pubblicata nei giornali. I poliziotti organizzano numerose retate nei quartieri frequentati dalla malavita, creando gravi problemi alle associazioni criminali della città. Le maggiori organizzazioni criminali decidono quindi, per ridurre la pressione della polizia nella città, di trovare il mostro, chiamando un capo originario del luogo ma ricercato dalla polizia di molte nazioni, che organizza la ricerca usando anche i mendicanti come spie per le strade.

Polizia e criminali giungono quasi contemporaneamente a scoprire l'identità del criminale, ma questi ultimi lo scovano prima, grazie all'aiuto di un mendicante cieco che ne riconosce il fischio, e per seguirlo gli tracciano sulla giacca una M di gesso. Vistosi scoperto, l'assassino, un certo Hans Beckert, si nasconde in un palazzo di uffici. Alla fine i criminali riescono a catturare il mostro poco prima dell'arrivo della polizia, e lo processano.

Al cospetto di un originale tribunale fatto di ladri, assassini e prostitute, il mostro che aveva scosso la città rivela la sua pazzia, una forza malvagia che lo spinge a tali crimini; il processo, dopo un acceso dibattito, sta per chiudersi con un verdetto di morte, quando è interrotto dall'arrivo della polizia, che ha scoperto il covo dei criminali grazie alla confessione di un malvivente rimasto intrappolato nell'edificio dove si nascondeva il mostro. La polizia arresta anche i capi del crimine locale e consegna il "mostro di Düsseldorf" alla giustizia ordinaria.

German Synopsis
Ein unbekannter Kindermörder versetzt die Bewohner von Berlin in Schrecken und Hysterie, so dass sowohl die Polizei als auch die Unterwelt seine Verfolgung aufnehmen. Er hat bereits mehrere Kinder umgebracht; eine hohe Belohnung ist ausgesetzt.
Eine Mutter in einem Arbeiterstadtteil wartet ungeduldig auf die Rückkehr ihrer Tochter aus der Schule, die sich aber von einem nicht gezeigten Unbekannten mittels Süßigkeiten und ihr gekauften Ballons verschleppen lässt. Als man die Leiche findet, intensiviert die Polizei ihre Anstrengungen, ohne eine erfolgversprechende Spur zu finden. Die polizeilichen Aktionen vermindern die Nervosität der Bevölkerung nicht, zumal sie wirkungslos bleiben. Die Bürger steigern sich in gegenseitige Verdächtigungen und anonyme Anzeigen hinein, was die Anspannung und Übermüdung der Polizeibeamten weiter verschlimmert.

English Synopsis
The action opens in the courtyard of an apartment building in Berlin with a group of children playing an elimination game using a chant about a child murderer. One woman scolds the children as she goes up the stairs, delivering laundry to another woman (Ellen Widmann) who is setting the table for dinner, waiting for her daughter to come home from school. A wanted poster in the street describes a serial killer preying on children, as anxious parents wait outside a school. Little Elsie Beckmann (Inge Landgut) leaves school, bouncing a ball on her way home. She is approached by a man, Hans Beckert (Peter Lorre), who is whistling "In the Hall of the Mountain King" by Edvard Grieg, and he offers to buy her a balloon from a blind man. He walks and talks with her, as Elsie's mother sets the table for dinner. But Elsie's place at the table remains empty, her ball is shown rolling away across a patch of grass, and her balloon is lost in the telephone lines overhead; the child never comes home.From Wikipedia

Recovery Volumes (.rev)
Recovery volumes or .rev files are special files which can be created by WinRAR/RAR and allow you to reconstruct missing and damaged files in a volume set. They can
only be used with multi-volume archives.
This feature may be useful for backups or, for example, when you post a multivolume archive to a newsgroup and some of the subscribers did not receive some files. Reposting recovery volumes instead of usual volumes may reduce the total number of files to repost.
Each recovery volume is able to reconstruct one missing RAR volume. For example, if you have 30 volumes and 3 recovery volumes, you are able to reconstruct any 3 missing volumes. If the number of .rev files is less than a number of missing volumes, reconstructing is impossible. The total number of usual and recovery volumes must not exceed 255 and the number of recovery volumes must be less than the number of RAR volumes.
WinRAR reconstructs missing and damaged volumes either when clicking on .rev file, or when using rc command or automatically, if it cannot locate the next volume and finds the required number of .rev files when unpacking.
You may use the "Recovery volumes" option in the Archive name and parameters dialog or a similar option also appears in the Protect archive command to create recovery volumes. In the command line mode you may do it with -rv switch or rv command.
Original copies of damaged volumes are renamed to *.bad before reconstruction. For example, volname.part03.rar will be renamed to volname.part03.rar.bad.
