The film opens with the bombing of a US Army Barracks in Saudi Arabia (using real-life news footage from the Khobar Towers bombing) leading to both civilian and military American casualties. The U.S. blames a group led by a certain "Sheikh Ahmed bin Talal" who is subsequently seized and surgically extracted before being held under the watch of Major General William Devereaux (Bruce Willis).
Les Etats-Unis sont devenus la cible des terroristes palestiniens. Les attentats se multiplient dans les grandes villes. Quelque part dans le désert, un leader integriste est enlevé par un commando et mis au secret. Anthony Hubbard, qui dirige la cellule antiterroriste de New York, recoit un coup de fil anonyme exigeant la libération de l'intégriste. De nouveaux attentats meurtriers sont commis. Hubbard remonte la piste et découvre qu'Elise Kraft, agent de la CIA, entretient des liens étroits avec un jeune emigré palestinien dont il est à la fois l'informateur et l'amant.
