Neapolitans in Milan is a comedy in the classic sense that it has a happy ending and, indeed, a number of scenes that make you laugh. Other than that, it is a film about the plight of southern workers in the north of Italy, juxtaposing the stereotypes of the shiftless, scheming Neapolitans and the heartless, greedy Milanese industrial bosses.

A Milan-based company has bought, on the outskirts of Naples, a land on which it intends to build an industrial plant. On that land lived in miserable hovels many families who now have to move out. Five old men obstinately remain barricaded in their shack, but as a result of the excavation works the old house suddenly collapses, burying under its ruins the inhabitants.
The sad case causes a half-revolution, and the young engineer from Milan who directs the work would probably be its victim if Nannina, a girl of the neighborhood, wouldn't save him by hiding him in her house.
Once the dust has settled, Salvatore, the most popular figure of the district, plans to profit from what happened: taking advantage of the identity of the names he finds, for each of the dead, a certain number of fake relatives who, under his guidance, travel to Milan to claim the compensation.
The industrialists take the bait; but, instead of money, they offer work to claimants. Not to lose face, the Neapolitans accept and soon prove to be excellent workers. Not only that, but when the factory must suspend business for lack of raw materials, it will be the Neapolitans who, turning to fellow countrymen emigrants worldwide, will receive the necessary aid, thus saving the situation.
But their troubles are not fully over yet…
