Scotland Yard calls in an American agent from the Drug Enforcement Agency to help nip a budding illegal drug cartel in London. It all begins when teens shoot down a prominent East End gangster. At the same time, a seemingly endless supply of cheap heroin begins showing up at rave clubs all over the city. With no real leads, the Yard sends for the Yankee John Harris. With the assistance of British policeman Edward Foster, Harris slowly descends into a crime-filled world in which street kids are used as pawns in a much bigger game involving international gangsters.
