Guillaume II (1859-1941) ferait aujourd’hui la joie des chroniqueurs “people” : il fut sans doute l’homme le plus photographié et le plus filmé de son époque. Même si son rival George V d’Angleterre disait de lui qu’il était le “plus brillant raté de l’histoire universelle”, l’empereur allemand avait un talent indéniable pour se mettre en scène. Si possible sur fond de soleil… car nul n’ignore que cet astre est essentiel pour le rayonnement des têtes couronnées.

De 1853 à 1870, soit en un peu moins des vingt années qu'a duré le Second Empire, de cette ville encombrée, sale et dangereuse décrite par les écrivains du XIX siècle, Paris est devenue la grande capitale que l'on connaît d'aujourd'hui. Ces travaux sont l’œuvre d'un homme, le baron Haussmann, génie de l'urbanisme qui fut le véritable metteur en scène des volontés de l'empereur Napoléon III. Si certains grands travaux commencés avant Haussmann ont, en 1853, déjà bien contribué à moderniser la capitale, les travaux d'Haussmann restent ceux qui l'ont fondamentalement et durablement ciselée.Et pourtant peu de parisiens se souviennent encore d'Haussmann, si ce n'est par le prisme des critiques qui lui ont été adressées : démolition des quartiers historiques, volonté de répression des soulèvements populaires, exode des pauvres en périphérie de la ville, dépenses phénoménales. Mais tout aussi légitime qu'elles soient, que valent ses critiques face aux progrès phénoménaux que nous devons à Haussmann : hygiène, circulation, éclairage, confort… Peut-être serait-il enfin temps de rendre au baron, ce qui appartient au baron, le temps d'une ballade dans Paris et son histoire?
