Ce système va s’appeler la Françafrique. Pendant plus d’un an, Patrick Benquet a enquêté avec l’aide précieuse d’Antoine Glaser, spécialiste unanimement reconnu dans ce domaine. Il montre dans ce film qu’à travers les présidences successives qu’avait connues la France, de droite et de gauche, les bouleversement mondiaux entraînés par la chute du mur du Berlin et la mondialisation, il existe une étonnante cohérence dans la politique française à l’égard de ses anciennes colonies.
